I think the Doctor absolutely could like Victor Frankenstein try and create life, but it would be like Victor. A flawed creation born of hubris.

What is a "monster," anyway? If he makes the original Frankenstein monster but actually cares about it and shows it compassion it probably wouldn't be evil, but I wouldn't think it would still count as a monster

Victor's creation was not evil at first. It tries to get love from Victor, is cast out, tries to eat at a village and is chased off by a mob, tries to make friends with the DeLacey's and is beaten for his trouble, and rescues a drowning child only to be shot by her father before he commits his first murder.

I think people forget that the TARDIS is alive, and that the Timelords created and grew them (not built them). They have experience of, which the Doctor has knowledge of,  creating life.

Doctor Neo Cortex created Crunch Bandicoot, and that guy is a definite monster.
