I think the Locus Horde would win this. 

I don't know about the individual skills of the Sentai people but I'm sure their not much different from Power Rangers whom 90% have no military training. They'll be overrun by tactics and strategy.

Teams like Ohranger and Dekaranger have gone through some kind of training. Plus, most members of Sentai teams do have good shooters. So, 10 people out of 34 teams (Gorenger to Goseiger) could win here. The thing is I have no idea who the Locust Horde are.

The 199 definitely have more experience in general, but they probably lose this cause gun fighting is one of the specialties that the Locust Horde has to offer. Unfortunate pull for them.
