I don't know much at all about this Jack Frost, but in terms of people dying in horrific ways, I'm sure Death can spread fear quickly around the entire world if he wanted to. He could ramp up the brutality of the deaths if he wanted to really focus on the panic it could cause.

Okay, so this version of Jack's apparently about as powerful as any other. In that case, he can surely spread winter about as far as Death can, well, bring death. There's probably more people that dislike the winter cold than those that get a thrill out of seeing death, though, so Death may have the edge here.
