R2D2 comes from a much more advanced society. He has been shown to be able to hack into machines before. I don't think HAL has shown any ability to hack

R2 lacks the intelligence and fortitude for this challenge. He’s designed only for ship maintenance and navigation, meanwhile HAL 9000 was designed to be far more intelligent and more adept at problem solving. He’ll quickly figure out the most logical and effective means to protect humanity as long as that’s his specific mission.
