The Arrow Car is quicker and more durable than the Delorean. I see it winning.

Not sure about this one, either. 

Sure, the DeLorean could possibly time travel to the finish line, but it still has to reach 88 mph first and some of the other racers could try to sabotage it along the way. Not to mention that the DeLorean doesn't accelerate particularly fast, at least in the films. 

Meanwhile, while the Arrow Car has more tools to fight back, it has a rep for getting wrecked just about every time it's used, at least in the comics.

Well to be fair most of the time it’s being wrecked by super villains who are at least capable of city block levels of destruction. I highly doubt the DeLorean will be packing that level of firepower.
