It doesn't have to be one or the other. There have been periods/comic runs, where Cap has the Super Soldier Serum removed, and was able to achieve the same physical results through working out.

616 Steve's been through multitudes worse than Deadman Wonderland. He can pretty much power through this.

Powering through isn't much an option. Going in aggressively will get you killed or worse.

Cap's not an ordinary human, though. He's faced down many foes in his career (many of them superhuman) and come out on top.  

Here's Cap going through a gauntlet of supervillains while disguised as Crossbones.

This shows that not only is Steve tough and a great fighter, but he's also cunning in combat, his ability to fool every villain in the room except Batrok (who has studied and frequently fought Cap), and his ability to initially give the whole room of villains the slip.

Right, but this isn't a fight it's an obsticle course. One false move and his head will be removed.
