Well both are well suited to this, Data simply has a much larger range of experience than Aria. Data has been at the forefront of dealing with godlike beings, advanced civilizations, war with other galactic powers, crazy pathogens, capitalism, honor bound societies of warriors, evil twins, holograms run amok, and more. Throw in his knowledge of Federation capabilities which are designed first and foremost as protective measures in line with their philosophy and data can handle this one.

ARIA would do this very effectively but I think Data would do this more humainly.

Yeah, after looking up ARIA, her main issue would be that she seems more concerned about jump-starting human evolution at any cost than protecting humanity. She's probably more likely to let the aliens invade so that the weak can be culled out. 

I'm thinking Data would be more likely to think about preserving human lives, so he may have the slight edge here based on this.
