The Doctor is pretty great at cobbling things together. 10 specifically was able to build technology from a society literally at the end of time after just looking at schematics and talking to the inventor. Granted, that inventor did turn out to be a Time Lord in disguise, but the technology was still foreign to him and incredibly advanced and he built it like nothing

Ha, immediate rematch. Well, I mean, they're both supergeniuses and they're given the schematics and everything, so on paper this seems like a toss up because really I think any supergenius would do fine reconstructing on their own with the schematics given to them. That said though, Nadia's inventions harness Pym Particles which are not just an unfamiliar concept to him but don't exist in his universe and I feel like that would hamper him. Granted, this can go in reverse with Gallifreyan tech for Nadia, but I'm pretty sure things like the sonic screwdriver have been made with solely Earth resources before, so I think it's not as big an issue for her.
