One was Prime Minister Honest, a rotund man with a perpetual smug, self-satisfied grin. Opposite him was Hazama, a tall and slender man with green hair and a fedora who was also captain of the Novus Orbis Librarium’s Intelligence Department. The two sadistic puppet masters were meeting in the capital of the Empire to discuss the terms of their newfound alliance. "Ah, Prime Minister," Hazama began. "I must say, this Empire has quite the reputation. I was… intrigued when I first laid eyes on it through the Boundary. A land drenched in blood and ruled by cruelty. It is remarkable, really." Honest let out a hearty chuckle."Indeed, Captain Hazama. The strong rule the weak; it is the natural order of things. Who would I be to try and deny such a universal truth." Hazama's grin widened. "Precisely why I sought you out. I see great potential here, potential for a wonderful working relationship with the NOL. As a show of good faith I will offer my assistance with this Rebellion problem you are having, and this so-called Night Raid. They are merely pests and with the might of the NOL, I’m sure we could exterminate them." Honest's eyes lit up with interest. "Go on." "Consider this, the NOL has highly skilled soldiers at its disposal. Soldiers no one in this world has ever seen before. They would be able to move freely throughout the Empire in search of these nuisances without anyone even knowing what was going on. All I ask for in return is your cooperation when the time is right. The Empire's influence is vast, and the Librarium could benefit greatly from such a far reaching partnership." Honest thought it over.” The Night Raid has been a thorn in my side for far too long. I accept your proposal, you will have the might of the Empire when you need it. Send your soldiers, and let's put an end to these vermin." Hazama tipped his hat slightly and his smile remained stretched across his face.. "Excellent. I look forward to a… fruitful collaboration." Later, in a dimly lit corridor within the NOL headquarters, Jin Kisaragi stood in front of Hazama with an expression as cold as the ice he used in battle. JIn did not give off the impression that he was a true believer in the Librarium, but Hazama knew he would follow orders. Hazama leaned casually against the wall and spoke in genial tone.. "Major, I have a special task for you. We’ve entered into an agreement with an Empire from another world. The agreement will help solidify our power here, but first I need you to put together a special unit and help them clean up some rebels in their realm. The rebels are called Night Raid, and they are a band of assassins,." Jin was not amused. "You want me to play mercenary for some interdimensional empire?" Hazama chuckled. "Think of it as a favor, and by favor I mean order.” Jin relented. "Fine. I’ll assemble a unit." Hazama’s grinned. "Good boy. Now, off you go. I’ll leave the details to you." Jin had no interest in dealing with this bizarre new partnership personally, but he knew as long as the mission was completed Hazama would stay off his back. So, Jin turned to the three officers he trusted the most to find one willing to get the job done. He summoned to the briefing room three of his former classmates from the Academy and current high ranking officials within the NOL. Within moments, Jin stood in front of three young women, each a remarkable soldier in their own right. First there was Lieutenant Noel Vermillion with short blonde hair and a pristine blue and white NOL uniform. Then there was First Lieutenant Tsubaki Yayoi with long red hair tied in a high ponytail and the white and red uniform of the Zero Squadron. Finally there was Makoto Nanaya, decked out in an all black uniform including a tightly fitting hat that mostly hid her squirrel-human hybrid appearance except for her large bushy tail which remained prominent. "You three have been selected as potential candidates for a special mission,” Jin announced. “We are crossing the Boundary to an Empire that’s currently dealing with a rebellion. It is in the best interest of the NOL to assist this Empire. Your task is simple: eliminate a group called Night Raid. I would like a volunteer before I make the decision for you." Tsubaki’s hand shot up. "I volunteer to join in the mission, sir." "I appreciate your enthusiasm, Tsubaki. Just to be clear I will not be going on this mission. My focus remains on tracking down Ragna." Tsubaki’s face fell, and she hesitated. "If you’re not going, then… perhaps it’s better if someone else…" Jin’s face hardened, and he interrupted her. "Are you backing out of a commitment so soon after making it, First Lieutenant Yayoi?" Tsubaki winced and she stared at the floor. "No, sir. I apologize." Makoto then stepped forward. “If Tsubaki does not wish to lead this mission, I’ll take her place. I’ve been itching for a good fight anyway." Jin sighed. "Fine, I will entrust this responsibility to you. Just make sure that it is done." Makoto nodded. "You got it, sir." Later, alone in her quarters, Makoto sat on her bed, her mind raced with thoughts of the mission. She wasn’t just an NOL soldier; she was also a double agent, feeding information to Kokonoe Mercury and Sector Seven. She had volunteered not only to help out her friend, Tsubaki, from her embarrassment, but because she thought perhaps there was someway that Sector Seven could benefit. She reached into her pocket and pulled out a small communication device. A holographic image of Sector Seven’s lead scientist, Kokonoe appeared before her. Like Makoto, Kokonoe wasn’t completely human, she was a grimalkin, or a cat person. Makoto felt like this bonded them in some way but was not sure if Kokonoe felt the same way. "Makoto," Kokonoe greeted her, "What news do you bring?" Makoto took a deep breath. "We’ve got a new mission. We’re heading through the boundary to some place called the Empire to deal with a rebellion." Kokonoe’s eyes gleamed with interest. "A trip across the Boundary? That has to be coming down from Hazama. What is his angle?." “I have no idea.” “Whatever it is, we need to use this opportunity to our advantage,” stated Kokonoe. “Try and do some recruitment while you are there.” Makoto tilted her head. "Recruitment?" Kokonoe smirked. "Yeah. If Hazama is seeking allies in this new dimension, there is no reason why we can’t as well. I’m sure you can find some useful help amongst the rebellion." Makoto nodded. "I’ll see what I can do. I’ll keep you updated." The next day Makoto gathered a small unit of NOL soldiers and made the trip across the boundary to the Empire using Jin’s instructions he had received from Hazama. Once there they went on a fact finding mission about the mysterious group, the Night Raid. They struck gold when one of the citizens mistook them for allies of the Rebellion because of their uniforms being completely different from the Empire’s. With his directions, the NOL unit found itself at an empty tavern. They didn’t get much of a chance to look around before they were ambushed by a figure from the shadows. The mysterious woman with short, spiky blonde hair and a muscular frame made quick work of Makoto’s unit before they could react. As the last one fell, she turned her golden eyes toward Makoto. "You must be the Empire’s newest lapdog," Leone sneered with contempt. "I hate to break it to you, but you’ve walked into the wrong fight." Makoto frowned.. "It’s a bit more complicated than that. I’m not just here for the Empire’s bidding." "I don’t do complicated. I prefer things simple, like kicking your ass," Leone threatened. Makoto sighed, but then a spark of excitement lit up in her eyes. She tore off her black cloak, pulled out her steel tonfas, and bounced on the balls of her feet. ”You know what? I like simple too. Let’s see what you’ve got." The sight of Makoto in full ready battle mode excited Leone even more for a good fight. She activated her Teigu belt, Lionel. Suddenly, Leone’s hair grew out more and she had a tail, lion-like ears, and claws. “Now we’re talking.”
